    Mxs. Over the course of 30 years I have seen my city transform from one where cyclists were a curious sight on the roads to one where they are a powerful and growing presence in terms of sheer numbers, diversity and political clout. We are now glimpsing around the shores of the Salish Sea, something that is common in cities and towns all over Europe – people riding bikes for practical reasons. Not cyclists. Not people who define themselves by their mode of transportation. But just people, riding from A to B, in regular clothes, because it is the most practical, cost effective and healthiest way to get around.


    This transformation of Vancouverites from predominantly car drivers into bike riders and transit users didn’t happen overnight, and it didn’t happen in a vacuum. Many factors played a part – densification, environmental concerns, rising fuel costs – to name a few. They affected the uptake of cycling for sure but in limited ways.


    The principal driver for getting people cycling was the development of a network of designated bike routes that allowed bikers to traverse the city without the immense danger of traveling on major thoroughfares designed solely for automobile traffic.


    With the new bike routes a lot more adults began choosing cycling as a transportation option. However it wasn’t until safe, separated bike lanes began to appear, Dunsmuir, Hornby, Burrard, that we saw the really significant change. We began to see far more families out cycling together, parents and kids sharing a bike ride around the city, safe in their secure and sanctioned strip of pavement. Cycling will be a normal choice for them, something encouraged by their parents and practiced by their peers.


    However, cycling needs to be as convenient as driving for it to become more widely adopted for transportation. To travel by bike between communities we need to build cycling highways that make it easy and safe to travel longer distances. The patchwork of bike paths, lanes, routes, and bits of sidewalk that comprise our “cycling network” all over the Province results in challenging wayfinding and indirect routing. For transportation routes to be efficient they need to go as directly as possible between key locations.


    Greater funding for cycling infrastructure projects is more than offset by the societal and health benefits of a more active population, while zero emission transportation helps not just the participant but the planet. We can all benefit from living in an environment with fewer exhaust pipes.


    Investing in cycling infrastructure is an investment in the low carbon economy. The driver of cycling growth over the next generation will be the introduction of low cost electric assist bicycles. With the convenience of a bike but the speed and power of an electric motor, ebikes stand to revolutionize urban and interurban cycling in the near future. The result will likely be that many more people will choose ebiking over driving or transit, putting a huge strain on such a cycling network as we have now.


    I ask the government to commit $100M per year towards infrastructure projects to support the huge number of people who chose to cycle today, the even greater numbers who will be cycling next year, and to prepare our communities for the imminent boom in ebiking.

    Write BC's Leaders for More Cycling Funding

    {{show_more?While there has been investment by all levels of government in cycling routes in communities around the Province over the last decade, often these routes are not connected to each other leaving you stranded with your bike at busy intersections. Many destinations are still not served by safe comfortable convenient cycling connections. Until people can cycle from anywhere to anywhere without worrying if there is a good bicycle route, many won’t chose to ride a bicycle and we will not realize the full economic, health, environmental and social benefits from the hundreds of millions of dollars already invested in cycling.

    Inadequate Funding for Communities

    Communities across the province have produced extensive cycling network plans. Unfortunately, due to lack of funding, these cycling networks may not be complete for 20 to 30 years. For instance:

    • Surrey has recently completed a cycling plan that includes over 470 km of additional bike lanes and paths. With current funding, it plans on completing around 12km per year but has indicated that additional funding from the provincial and Federal Governments would speed implementation of the plan.
    • The Pedestrian & Cycling Master Plan – Capital Regional District estimated the cost of upgrading the bicycle network to attract people of all ages and abilities is around $275 million.
    • TransLink has estimated that completing all ages cycling networks around the region may be much higher than $800 million. Due to lack of new funding sources, in 2013, TransLink only invested $2 million.

    Decades of Underinvestment

    A large expenditure on cycling facilities is required to make up ground lost through several decades of underinvestment . The Netherlands, widely hailed as the world leader in cycling, spends approximately $40 per person per year on cycling. Several other jurisdictions with cycling levels similar to that of BC are matching or exceeding that level of investment. London Mayor Johnson recently announced he will increase  cycling funding to $619 million over the next three years.

    Cost Effective

    No other transportation investment of similar size can boast the potential to be enjoyed by people of all ages and income brackets, in communities large and small, throughout the province. High quality cycling facilities that are attractive to a significant portion of the population such as bicycle paths and separated bicycle lanes can cost from $1 million to $4 million per km (1/6 the cost of one km of road network for motorized vehicles). This investment will enable the construction of hundreds of kilometres of high quality facilities in communities around the province, giving the majority of British Columbians access to great bicycle routes.

    Everyone Benefits

    Importantly, cycling facilities also benefit those who don’t ride a bicycle. Multi-use paths are used by pedestrians, in-line skaters, electric wheelchairs, personal mobility scooters, and skateboards. Traffic calming along bicycle routes benefits neighbourhoods, making streets safer for all pedestrians. But it has particular benefit for seniors, children, and the disabled. Bike lanes along busy streets calm traffic, enhancing the pedestrian environment and creating a more welcoming retail atmosphere.

    Accelerated Investment

    In our Cycling Strategy. we recommend a significant acceleration of the investment in cycling networks including bicycle paths, separated bicycle lanes and other high quality bicycle facilities totalling $175 million per year by all levels of government. This investment in infrastructure, accompanied by funding for education, promotion, and end-of-trip facilities, will enable residents and visitors of all ages and abilities to safely and conveniently cycle throughout the province, fostering healthier individuals and communities.}}

    Take Action

    We encourage the Provincial Government to show strong leadership by committing $100 per year for cycling and walking networks in communities around B.C.

    Dear Mayor and council, I have seen over the years a spectacular boom in cycling by residents of this city. In an earlier generation cycling was the preserve of either the poor, who needed a bike to get around, or the athletically inclined who chose to ride a bike for sport or recreation. In 30 years I have seen this city transform into one where cyclists are no longer a curious sight on the roads but a powerful and growing presence in terms of sheer numbers, diversity and political clout. We are now glimpsing something that is common in cities all over Europe – people riding bikes for practical reasons. Not cyclists. Not people who define themselves by their mode of transportation.     Because of the inherent dangers of riding alongside cars and trucks each generation has had to fight the same battles with their parents for the right to ride a bike, contributing massively to the low rates of cycling in North American cities. But with parents now willing to take their own kids out biking on city streets, this next generation are more likely to be bikers by nature. Cycling will be a normal choice for them, something encouraged by their parents and practiced by their peers.


    Bike lanes have been a tough sell in this town, and they continue to be so. I applaud the Mayor and council for braving the attacks of the less enlightened, of those who lack vision or who choose to live for immediate, personal satisfaction with little regard for our shared future on this shared planet. If we want to save our city from choking on its own exhaust fumes we need to continue building infrastructure that makes it safe and practical to use a bicycle for transportation.


    Please push ahead with your plans for new bike lanes, for Mobi expansion and for building a healthier city full of healthier people.
