    Do you feel that cycling should be safer in BC?

    We believe everyone should have the right to feel safe on the road, and for families to enjoy precious time together, enjoying fresh air and exercise. 

    We want the province to improve conditions for cyclists in B.C. by investing in expanded bike networks, improving safety education for drivers and cyclists, and update the Motor Vehicle Act.  We are pressuring the government to adopt a safer passing law to help ensure that drivers pass people cycling by at least 1.5m.

    We have made progress

    Thanks to the generous donations from folks like you, we have helped convince the B.C. Government to develop an Active Transportation Strategy in 2019 to make cycling safer and more attractive. They state that lessons learned from Netherlands and Denmark will help inform the new B.C. Strategy. They say they are making sure that major projects such as bridges are designed to make walking and cycling use as safe and convenient as possible.

    In September, the Union of BC Municipalities passed a resolution urging the Province to update the Motor Vehicle Act to improve the safety of all road users. In November, the Finance Committee recommended that the B.C. Government eliminate the PST on electric bikes

    Still, there is much work to be done. We need your help. To dramatically increase investment in bike networks and to change legislation takes persistence and resources. That’s why we ask for your donation, especially now when whatever you donate could be doubled!  

    To support our work toward improving conditions for cycling, the BC Cycling Coalition has a target of raising $10,000 during this holiday season. That’s why we ask for your donation, especially now when donations of $100 or more will be matched by anonymous donors up to $2000. But this offer ends in the first week of the new year.

    It is fair that people of all ages and abilities should be able to cycle safely, conveniently and enjoyably in any community in BC.   Does every family in BC feel safe going for a ride with the kids? This is our vision. This the way it should be.

    I am encouraged that active transportation has been identified in the province’s upcoming budget. For too long, infrastructure for cycling, walking/running, etc. has been practically ignored at the provincial level. This lack of attention has led to gaps between communities that have built their own infrastructure. In more recent transportation upgrades, the lack of planning for active transportation has made it very difficult to integrate active transportation after the fact.


    I am encouraged that the province is now looking at this issue seriously, however it will require a very significant commitment in order to make real progress. I think most of us know that building for active transportation is the right thing to do. I encourage the Province of British Columbia to make extraordinary commitments to moving active transportation forward.

    Write BC's Leaders for More Cycling Funding

    While there has been investment by all levels of government in cycling routes in communities around the Province over the last decade, often these routes are not connected to each other leaving you stranded with your bike at busy intersections. Many destinations are still not served by safe comfortable convenient cycling connections. Until people can cycle from anywhere to anywhere without worrying if there is a good bicycle route, many won’t chose to ride a bicycle and we will not realize the full economic, health, environmental and social benefits from the hundreds of millions of dollars already invested in cycling.

    Inadequate Funding for Communities

    Communities across the province have produced extensive cycling network plans. Unfortunately, due to lack of funding, these cycling networks may not be complete for 20 to 30 years. For instance:

    • Surrey has recently completed a cycling plan that includes over 470 km of additional bike lanes and paths. With current funding, it plans on completing around 12km per year but has indicated that additional funding from the provincial and Federal Governments would speed implementation of the plan.
    • The Pedestrian & Cycling Master Plan – Capital Regional District estimated the cost of upgrading the bicycle network to attract people of all ages and abilities is around $275 million.
    • TransLink has estimated that completing all ages cycling networks around the region may be much higher than $800 million. Due to lack of new funding sources, in 2013, TransLink only invested $2 million.

    Decades of Underinvestment

    A large expenditure on cycling facilities is required to make up ground lost through several decades of underinvestment . The Netherlands, widely hailed as the world leader in cycling, spends approximately $40 per person per year on cycling. Several other jurisdictions with cycling levels similar to that of BC are matching or exceeding that level of investment. London Mayor Johnson recently announced he will increase  cycling funding to $619 million over the next three years.

    Cost Effective

    No other transportation investment of similar size can boast the potential to be enjoyed by people of all ages and income brackets, in communities large and small, throughout the province. High quality cycling facilities that are attractive to a significant portion of the population such as bicycle paths and separated bicycle lanes can cost from $1 million to $4 million per km (1/6 the cost of one km of road network for motorized vehicles). This investment will enable the construction of hundreds of kilometres of high quality facilities in communities around the province, giving the majority of British Columbians access to great bicycle routes.

    Everyone Benefits

    Importantly, cycling facilities also benefit those who don’t ride a bicycle. Multi-use paths are used by pedestrians, in-line skaters, electric wheelchairs, personal mobility scooters, and skateboards. Traffic calming along bicycle routes benefits neighbourhoods, making streets safer for all pedestrians. But it has particular benefit for seniors, children, and the disabled. Bike lanes along busy streets calm traffic, enhancing the pedestrian environment and creating a more welcoming retail atmosphere.

    Accelerated Investment

    In our Cycling Strategy. we recommend a significant acceleration of the investment in cycling networks including bicycle paths, separated bicycle lanes and other high quality bicycle facilities totalling $175 million per year by all levels of government. This investment in infrastructure, accompanied by funding for education, promotion, and end-of-trip facilities, will enable residents and visitors of all ages and abilities to safely and conveniently cycle throughout the province, fostering healthier individuals and communities.

    Take Action

    We encourage the Provincial Government to show strong leadership by committing $100 per year for cycling and walking networks in communities around B.C.

    Creating bicycling infrastructure for all abilities is one of the best ways to lower our society’s output of greenhouse gases. BC has the means to do make the province much more bicycle friendly.

    The Dangers of Dismounts

    Even if cycling is allowed on a path leading to an intersection, by default, the Motor Vehicle Act requires people cycling to dismount to cross a road unless the municipality passes a bylaw or posts a sign that enables cycling in the crosswalk. These non-intuative rules are confusing for people cycling, driving and those trying to enforce and educate people about the rules of the road.

    Instead of making a path, intersection, or construction area safe for cycling, signed dismounts are being as an alternative with no evidence that dismounting is safer. In the rare cases where cycling is not possible, it is likely that the general over use of dismount signs results the majority of people cycling to ignore dismount signs when they really are needed.

    With the exception of there being perhaps too little space to cycle by the barricade, the below photo shows a good way of ensuring cycling is safe and accessible through an event area.

    Many people with disabilities use bicycles as a mobility aid. They often find walking more difficult than riding a bicycle making forced dismounts challenging.

    Increased Risk of Falls

    From the Single-bicycle crash types and characteristics study by P Schepers and K Klein Wolt, page 13

    4.3 Cyclist related crash types The most frequent cyclist related crash type is losing control at low speed – when steering is needed for stability–, mostly while mounting or dismounting the bike. The likelihood is strongly increased among older cyclists, cyclists with physical problems and cyclists who cycle less than 1 day per week. This may be related to strength and skills needed for (dis)mounting, accelerating and braking. Research on walking falls has shown that reduced muscle strength, especially of the lower limbs, is the most important risk factor (Pijnappels et al., 2008). Similar research could be conducted for efficient prevention and identification of individuals at a high risk of bicycle falls.

    It is surprising that older women run a markedly higher risk of crashes at low speed than older men, because men are often advised to change from a men’s to a women’s bicycle forsafe mounting and dismounting. The top tube of women's bicycles slants down (while it is parallel to the ground in men’s bicycles) to intersect the seat tube, typically about halfway down, making it easier for the rider to step over the frame. Men move their leg over the luggage carrier to (dis)mount. There are two hypotheses for women’s elevated risk in this crash type that could be tested in future research. A first hypothesis would be greater muscle strength in men than in women. However, it is not completely clear from the literature to what degree older men have greater muscle strength than women. Research by Lindle et al. (1997) shows that women tend to better preserve eccentric musclequality (strength per unit of muscle) that is needed to take off and accelerate (virtually no gender difference in muscle quality after around 60 years of age). On the contrary, according to research by Van Laarhoven (1984), female cyclists between 50 and 60 years of age have 80% of the strength that men have for cycling. A second hypothesis would be that contrary to what is commonly thought, the way men mount and dismount is safer than the way women generally seem to do it. It could be that mounting like men do is an easier way to take off, accelerate and profit from improved stability that comes along with increased speed. Alternatively stepping over the middle of the frame like women do for mounting and dismounting may require more flexibility.

    The majority of single-bicycle accidents at low speed happened while mounting or dismounting the bike. A lot of victims caught their coat, bag, or shoelace on a part of the bicycle and were unable to stabilize the bike or themselves. Some victims lost balance as their food slipped off the pedal or as they tried to make a sharp turn or look behind for traffic before dismounting. Others fell after they dismounted, because they carried a heavy load on their bicycle, used only one hand to hold the handle bars, or twisted their ankle.

    In The Netherlands, famous for its bicycles and cycling lanes, every year 18000 older cyclists get into a single-bicycle accident severe enough to require medical attention. A considerable part of these accidents happen at low velocities or when mounting and dismounting the bicycle.

    People with Mobility Challenges

    From the Survey of UK's Disabled Cyclists by Wheels for Wellbeing:

    • 1 in 3 disabled cyclists had been asked to dismount and walk their cycle even though they were using it as a mobility aid;
    • A majority of disabled cyclists (69%) said they find cycling easier than walking, which we know is often the case because cycling reduces strain on the joints, aids balance and alleviates breathing difficulties; and
    • Inaccessible cycling infrastructure is the biggest difficulty encountered by disabled cyclists.

    Bold Action Now

    It is time for bold action now to enable every person, including older adults and children, in BC to cycle or walk safely for their everyday trips and recreation.

    Investing $1 billion over ten years in cycling and walking will send a strong message to the world that BC is serious about addressing Climate Change.

    Cycling and walking will become attractive choices for everyone, leading to significantly improved fitness and reduced greenhouse gas emissions, pollution, congestion, and traffic injuries and fatalities. The paths and protected bike lanes could also be used by people in wheelchairs and other mobile devices.

    Investing in cycling and walking will benefit the economy by increasing tourism, reducing healthcare costs, increasing workplace productivity, attracting talented workers, and reducing the societal costs of traffic fatalities and injuries.

    Cycling is Popular

    There is broad public support for cycling improvements. In the B.C. on the Move Engagement Survey, 72% of respondents supported enhancing cycling infrastructure. Cycling is popular. Almost 70% of adults in BC ride a bicycle at least once a year, 42% at least once a month and 25% at least once a week. Many want to cycle more, with around 65% indicating they would ride more if there were separated bike lanes that protected them from traffic.

    A Transportation Bargain

    On a per dollar basis, we all benefit more from cycling more than other modes. While bike paths and protected bike lanes are a bargain that will benefit far more people per dollar invested than other transportation projects, it does take a significant amount of cash to build networks of them in communities around the Province. For example:

    • Metro Vancouver: $850 million
    • Capital Regional District: $275 million
    • City of Kelowna: $267 million (cycling and walking)
    • City of Chilliwack: $27 Million
    • City of Kamloops: $13 Million

    At current rates of investment, these plans will take 30, 40 or even 50 years to complete, leaving people to brave busy roads on their bikes or more likely, not bothering to bike at all. Today's children will be grandparents by then.

    The Provincial investment combined with local and federal funds will enable the completion of ambitious local and regional plans across BC. For example, the Metro Vancouver Regional Cycling Strategy predicts that upon network build out, cycling will increase to 10% of trips. The CRD Regional Pedestrian and Cycling Master Plan predicts cycling network build out cycling mode share will increase to 15%

    Funding Sources

    The funding for the $1 billion investment could come from a variety of sources including an increase in the Carbon Tax, predicted budget surpluses, a reallocation of transportation budget, cutting the tax break on those earning over $150,000 or a tax on sugary drinks.

    By providing people with practical and safe transportation choices, this investment would decrease the rate of the Carbon Tax required to meet Provincial goals also saving money for those who don't cycle or walk.
